There is a bug about iOS translator app and it’s not working by offline languages.
So if you can’t download offline languages or its keeps on loading and never downloads it you can apply this steps for solve the problem;
1. Check the app’s setup for can use cellular for download offline languages in settings. If the cellular button is turn off you should wait for WiFi connection. Or you can turn on it and can download with cellular.
2. Delete all downloaded languages by sliding left side or by touching edit buttons where too-right’s corner.
3. Delete the translator app and download again from Apple Store.
